Selecting a software development vendor for a defense program is materially different from commercial software procurement. The failure modes are different, the due diligence requirements are higher, and the consequences of a wrong choice are harder to reverse. A commercial software project that misses its deadline creates business inconvenience. A defense software project that fails on deployment creates operational gaps that may directly affect mission outcomes.
This article covers the substantive evaluation criteria — not a generic capability assessment, but the specific signals that distinguish vendors who can deliver production-quality defense software from those who cannot.
ISO 27001 and Quality Certifications as Baseline
ISO 27001 (information security management) and ISO 9001 (quality management) are necessary but not sufficient. A vendor without these certifications should be excluded from consideration for programs handling classified or sensitive data — not because the certificates themselves guarantee quality, but because the absence of formal management systems for security and quality is a reliable indicator that security and quality are not organizational priorities.
Treat ISO 27001 as a floor, not a ceiling. Ask for the certification scope: does it cover the development environment where your code will be written? The developers who will work on your program? The DevOps infrastructure? A certification that covers only the corporate office but not the development team has limited relevance. Ask for the Statement of Applicability — the document listing which controls are implemented and which are excluded. A long list of exclusions with weak justifications is a warning sign.
For programs involving NATO-classified information, check whether the vendor has an Industrial Security Clearance (ISC) issued by the relevant national authority. ISC requirements vary by country but typically require facility security approval, personnel security screening, and documented security procedures for handling classified material.
NATO and STANAG Experience as a Signal
Defense software is a narrow domain. A vendor with ten years of commercial enterprise software experience but no defense sector work will face a steep learning curve on their first defense contract — and that learning curve will be funded by your program budget. Past NATO or STANAG-related work is a concrete signal that the vendor understands coalition data exchange, classification handling, and the specific constraints of military network environments.
Ask specifically: what STANAG standards have they implemented? Which NATO programs have they delivered to? Have they participated in NATO exercises or interoperability events (such as Coalition Warrior Interoperability eXploration, eXperimentation, eXamination, eXercise — CWIX)? The answers to these questions are verifiable — CWIX participation is documented, and NATO program experience can be reference-checked.
Track Record of Operational Deployments
The most important distinction in defense software is between systems that have been demonstrated (in a controlled test environment, to an evaluation panel) and systems that have been deployed (to operational users, in a real environment, doing real work). A vendor whose portfolio consists entirely of demonstrators and prototypes has not been tested by operational reality. A vendor whose systems have run in actual operations has been.
Ask for references from operational deployments — not from program managers, but from the operators or technical leads who actually used the system. Ask about reliability in the field: what failures occurred? How were they handled? What was the support response time? A vendor who is vague about operational experience, or who cites only demonstrations, is a vendor who has not had their software used in anger.
In post-2022 Europe, operational deployment in the Ukraine conflict context has become a particularly high-signal credential. The pace, intensity, and adversarial sophistication of that environment has stress-tested defense software in ways that exercises cannot replicate. Systems that were developed and improved in that context carry a different class of operational credibility than those that have not.
Team Security Clearance Considerations
If your program involves classified data, the development team must be cleared to the appropriate level. This is not a box-checking exercise — it directly constrains who can work on the program and how development can be structured. A vendor who proposes to staff a Secret-level program with uncleared offshore developers has either not read the classification requirements or is not taking them seriously.
Ask which developers are cleared and at what levels. For programs with stringent security requirements, ask for individual security clearance confirmations (summary, not full background check details) for the proposed team members. If the vendor needs to obtain clearances for the program, ask about the timeline and their experience with the national security vetting process. Clearance processes in most NATO countries take 6–18 months; a vendor who has not started this process cannot staff a classified program on schedule.
IP Ownership and Source Code Escrow
Defense software programs must establish clear IP ownership from the outset. If the software is custom-built for your program, you need ownership or an irrevocable license. If it is built on a commercial platform or framework, you need to understand the license terms for operational and classified deployments. A commercial software license that prohibits installation on classified networks — which some do — is incompatible with your program regardless of the vendor's other capabilities.
Source code escrow is standard practice for mission-critical defense software: the source code, build scripts, and deployment documentation are deposited with a third-party escrow agent, ensuring that you can build and maintain the system if the vendor is acquired, goes out of business, or terminates the relationship. Any vendor resistant to source code escrow for a mission-critical program is a vendor not committed to the program's long-term success.
Key insight: The most reliable predictor of defense software vendor quality is not their capability presentation — it is their reference checks. Call the references. Ask hard questions about delivery failures, security incidents, and how the vendor responded under pressure. The answers will tell you more than any RFP response.
Support SLA in Operational Environments
Defense software support requirements are different from commercial enterprise support. An ERP system going down during business hours is a significant problem that can be addressed in hours. A C2 system going down during an operation is a different category of problem that requires a different category of response. Before signing, define the support SLA explicitly: maximum response time (not acknowledgment time — actual response), maximum time to temporary workaround, maximum time to full resolution, and the escalation path for operational emergencies.
For operational systems, consider requiring the vendor to maintain a cleared support team with 24/7 availability and documented playbooks for the most likely failure scenarios. The cost of this capability is real; a vendor who offers it cheaply either cannot sustain it or is not being honest about their cost model.
Red Flags to Watch For
Inability to name specific operational deployments — not programs, but actual fielded systems. Unclear ownership of the development team (body-shopping, undisclosed subcontracting). Resistance to security reviews of their development infrastructure. A gap between the seniority of the sales team and the seniority of the proposed delivery team. Unwillingness to commit to a fixed security architecture before contract signature. These are consistent indicators of a vendor who is better at winning contracts than delivering them.
